The head of the National Transportation Safety Board defended the agency’s proposal to lower the legal limit for drunken driving from .08 percent blood-alcohol content to .05 or lower.
No state has yet moved to take the action. The new limits would put a small woman near the .05 percent limit after just one drink in an hour. A medium-sized man would be there after two.
