A 55-year-old man’s twelfth DUI arrest since 1991 is
spotlighting a pattern in repeat offenders despite recent laws to prevent them.
James R. Fisher of Delaware was recently arrested again for drunk driving after
being released from prison for a 2009 conviction.
This is Fisher’s twelfth
offense. According to Delaware’s Department of Safety and Homeland Security,
Fisher is not an atypical case. More than a third of all DUI arrests in 2012
were from repeat offenders. The state will soon be operating a DUI court to
combat these cases.
