Harris County, Texas, has been attributed to the highest
drunk driving deaths in the country in recent years and new law reforms move to
change those statistics. In 2009, alcohol was involved in 60 percent of all
traffic deaths, which is twice the national average.
One of these new reforms
is a "Hard Core Drunk Driver" program for probation officers to train
them to work with those in high risk of re-offending. About 400 officers took the course.
